Rep per hour is estimated: it divides a contract's reputation by the game's own time budget for it, which is a design figure rather than a measured run. It is the only per-contract time that exists anywhere, and it ranks one faction's work against another's well — just don't read it as a stopwatch. A dash means the game defines no value, never that the value is zero.
